Most of the time, when I want to open a coverage report for a PR, I get an error saying the following:
"Oops, something went wrong

Error 400"

We have work being actively done by our engineering team to provide more directive error messaging in cases like this. The fix should be to set 'allow_coverage_offsets' to true in your yaml, more info here: https://docs.codecov.com/docs/comparing-commits#comparing-pull-request-base-reports
